<br /> INTRODUCTION <br /> . The Arden Hills City Council authorized preparation of a feasibility report to improve Dunlap <br /> Street North between Red Fox Road and Grey Fox Road by resolution at their April 13, 1992 <br /> meeting. This feasibility study was initiated by the City Council following a number of concerns <br /> raised by property and business owners who use Dunlap Street as access to their businesses. The <br /> concerns raised are similar to those raised on Round Lake Road West and addressed by a <br /> feasibility study in April 1992. The roadway has rapidly deteriorated during the winter of <br /> 1991/1992. City maintenance forces have performed work in repairing potholes and patching, but <br /> more extensive work is required. <br /> The location of Dunlap Street North is shown by Exhibit l. <br /> SCOPE <br /> . The purpose of this study is to analyze the feasibility of repairing Dunlap Street from Red Fox <br /> Road to Grey Fox Road. The options to be discussed range from constructing a maintenance type <br /> project, such as a bituminous overlay over the existing surface or cold in-place recycling, to a <br /> complete reconstruction project. <br /> This feasibility study will discuss existing conditions, proposed improvements and estimated <br /> project costs. The total project costs consist of estimate'! construction cost plus overhead costs, <br /> including City administration, engineering, fiscal and legal expenses. Financing methods will be <br /> discussed using the City's Assessment Manual as a guide. A proposed project schedule will also <br /> be presented. <br /> . <br /> 1 <br />
