<br /> . EXISTING CONDmONS <br /> Dunlap Street North is approximately 1320 feet long and extends from Red Fox Road to Grey Fox <br /> Road. The roadway is 28-30 feet wide within a 60 foot wide right-of-way and is a bituminous <br /> surfaced street without curb. The area that the roadway services is zoned B-4, Retail Business <br /> Center District. As shown by Exhibit 2, there are nine properties abutting the roadway which are <br /> commereial or industrial in nature. <br /> No traffic counts have been taken on Dunlap Street, but it is clear that a significant percentage of <br /> vehicles using the roadway are delivery or commercial type trucks. Consequently, the roadway <br /> functions as a commereial street, defined in the Assessment Manual as requiring a 36 foot wide <br /> road with concrete curb and gutter and a 9 ton pavement design. <br /> The only City utility within Dunlap Street right-of-way is 16" water main located along the west <br /> . boulevard, but outside of the existing street pavement. Sanitary sewer consisting of a combination <br /> of 8", 10" and 12" pipe is located along the rear lot lines of all properties abutting Dunlap Street. <br /> Public Works Superintendent Dan Winkel is not aware of any needs for additional water main or <br /> sanitary sewer work. <br /> The bituminous surface on Dunlap Street is in very poor condition, with a number of distressed <br /> area. The milder temperatures during the past winter have increased the deterioration of the <br /> roadway beyond that which has occurred over the last two to three years. The roadway currently <br /> ranks as one of the four streets within the City requiring reconstruction. <br /> . <br /> 2 <br />
