Arden Hills Council April 1992 <br /> 7 27, <br /> property 1S to be included, 2.:: How corner lot assessments <br /> are calculated, and 3) whether to improve both lower and <br /> upper Tiller Lane. <br /> MOTION: Malone moved, seconded by Mahowald, that the following <br /> findings have been arrived at regarding the Tiller Lane <br /> Improvement Projec,,: <br /> 1) Construction of the entire Tiller Lane is <br /> justified; <br /> 2) The Abrahamson property at 1228 Carlton Drive <br /> should be excl uded from the assessment roll; <br /> 2 ) The assessments, as calculated by the City <br /> Engineer, for corner lots at 1102 Carlton Drive <br /> and 1130 Tiller Lane are appropriate. <br /> Motion carried unanimously (4-0). <br /> HOTION: Malone moved, seconded by Mahowald, to adopt Resolution <br /> 92-30 Accepting Bid And Authorizing Execution Of <br /> Contract In The Matter Of The 1992 Tiller Lane Stree" <br /> I Reconstruction Improvement. MOTION: Hicks moved, seconded by Mahowald, to adopt Resolution <br /> 92-31 Adopting Final Assessment Roll with a proviso <br /> that any assessment over $3/500 can be paid over a <br /> period of eight years. Motion carried unanimously (4- <br /> 0) . <br /> The meeting recessed for a few minutes and reconvened at <br /> 9:05 p.m. <br /> CONTINUATION OF IMPROVEMENT <br /> HEARING ON KEITHSON POND <br /> At 9:05 p.m. J Mayor Sather reopened the improvement hearing <br /> on Keithson Pond continued from March 9, 1992. City <br /> Engineer Graham advised that this hearing is an improvement <br /> hearing and not an aSSeSS1Ttent. hearing. <br /> Graham reported that after a number of questions arose at <br /> the March 9 hearing, new bids were received for the Keithson <br /> Pond Improvement project and plans have been discussed with <br /> concerned residents. He stated that the lowest bid received <br /> before the March 9 hearing was approximately $28,800; the <br /> low bid for the amended project i- $34,514. He added that <br /> .., <br /> the engineers' recommendation is to award the project to the <br /> low bidder, Machtemes Construction, Inc. He advised that, <br /> . based on the Machtemes bid and the 32% overhead rate <br /> established in the City's Assessment Manual, the tot a 1 <br /> project cost lS $45,558.48. <br />
