A heated slab on the entry side of the car wash will be <br /> drained via stom sewer to the Hamline Avenue ditch just <br /> west of the site. <br /> b. A heated slab on the exit side will extend fram the car wash <br /> and west across the restaurant drive. 'Ihis is to avoid the <br /> ice build up fram dripping cars and will drain into the <br /> ditch to the west. <br /> c. Carwash water will be drained directly into the sanitaJ::y <br /> sewer . A pennit fram the MWCC may be required. <br /> 9. OVerall Appearance: As initially proposed, the carwash would have <br /> its exit door facing County Road E. <br /> Resoonse: 'Ihe revised Plan provides an unbroken brick facia, with <br /> a 30-inch facia band around the top and 8 junipers along the wall. <br /> Being depressed about 3 feet presents a lower profile to the <br /> County Road E. view. <br /> Planner Bergly concluded that he and Chainnan Probst have been working <br /> with the Applicant and Architect on a day-to-day basis to arrive at a <br /> solution that meets the city standards and address circulation, <br /> appearance, landscaping, perceived intensity (and orderliness), <br /> proximity to parking, etc. Bergly stated that he and Chainnan Probst <br /> support the revised Plan and reccmunended approval. . <br /> Bergly reported in light of all the service stations that have <br /> eliminated the service aspect in favor of more gasoline sales and the <br /> retail sale of food products, felt uncomfortable about being overly <br /> restrictive for an operation that is successful and provides service to <br /> residents in Arden Hills. The proposal does not require any variances <br /> and has a plan that successfully addresses the concerns of the Planning <br /> Commission. Bergly reccmunended 10 conditions which should be attached <br /> to the Amended Special Use Permit: <br /> 1. A landscape bond be delivered to the City prior to issuance of the <br /> Building Permit. <br /> 2. All pennits necessary fram the Metropolitan Waste Control <br /> Commission, Pollution Control Agency, and any other required <br /> pemitting agencies be secured with copies delivered to the city <br /> prior to issuance of a Building Permit. <br /> 3. The City Engineer approve the site drainage plan. <br /> 4. The proposed terrporary remediation wilding be allowed to be <br /> constructe:i after staff review of plans and details. <br /> 5. 'Ihe access easement document along the west area of the site <br /> providing access to the restaurant be approved by the city <br /> Attorney, as the restaurant does not have direct access to a <br /> public street. <br /> 6. 'Ihe parking agreement between the restaurant and Amoco be filed <br /> with the SUP as this parking is necessary to meet the parking . <br /> requirements of the stations. <br />
