<br />~ Planning n .....; ssion Meeting 3 7-01-92 <br /> ~ #92-06 CCONT'DI <br />. 3. parkincr: Some spaces were actually removed from the building area <br /> and rel=ated on the very west edge of the site - west of the <br /> restaurant access drive. Space on the east errl of the restaurant <br /> site were questioned on the basis of the restaurant requirements. <br /> ReslX>nse: Parking has been consolidated (12 spaces) just west of <br /> the existing building by the rel=ation of the west drive. Five <br /> spaces will remain on the east edge of the property. A handicap <br /> space and the 5 other nearest spaces will be reserved for customer <br /> parking . The Applicant investigated the restaurant parking and <br /> found that it seats 150; with 1 space for each 3 seats, 50 spaces <br /> are required and 72 are available. Amoco leases the 22 extra <br /> spaces on the east errl. The Plan indicates 20 spaces on-site (one <br /> is used for a tenporary remediation building) plus the 22 on the <br /> restaurant site. <br /> 4. Trash Enclosure: Was l=ated in the front yard between the <br /> parking and County Road E. <br /> ReslX>nse: Rel=ated to the east side, behind the 5 parking <br /> spaces . The enclosure will be finished the same as the principal <br /> building and will have doors to completely enclose the structure. <br /> 5. Screenincr on SE Corner: Conce:rn was expressed regarding <br /> headlights shining into the adjoining doctor's office. <br /> RespOnse : The reversed traffic patte:rn minimizes this problem, <br /> but, a 5-foot s=een fence softened with landscaping, is also <br /> proposed to further separate the service station and its <br /> associated traffic from the quieter office use. The fence will <br />. extend from the trash enclosure to the SE corner of the site. <br /> 6. Temporary Remediation structure and Prepane Disoensincr: These <br /> uses had been prop:lSed over the last several months but were never <br /> officially brought forward for action. The city wanted to kncM <br /> the status of these and the inpact on the site Plan. <br /> ReslX>nse : The tenporary SI1'all (10 x 20') building has been <br /> l=ated in the southwest parking stall west of the min building. <br /> Attempts were mde to l=ate it behirrl the building, but the <br /> l=ation and elevation of the water collection trenches precluded <br /> that possibility. When it is removed, one more parking space will <br /> be available. Amoco does not allow propane dispensing at their <br /> stations. <br /> 7. Siqnaqe: The total signage area and the area of individual signs <br /> had not been determined at the time of the initial Planning <br /> Commission review in June. signage added for the car wash would <br /> have to be calculated. <br /> RespOnse : Besides the normal business signs, service stations are <br /> allowed signs showing gasoline prices and car wash facilities with <br /> an area not to exceed 12 sq. ft. each. The area of these signs is <br /> to be included in the maximum permitted area. Business wall signs <br /> are lllnited to 10 percent of the building facade. Staff's <br /> interpretation is that other directional or informational signs <br /> are not included in the prescribed total business sign. As the <br /> lot is a corner lot, the sign area could be 10 percent of the <br /> County Road E facade and 10 percent of the Harnline facade. The <br />. Planner reviewed the calculations of the wall mounted sign as <br /> outlined in his report of 7-01-92. <br />
