.
Planning n.,.,,;"'sion Meetin;J 3 7-01-92
~E #92-06 (CONT'DI
. 3. parkina: Some spaces were actually removed from the building area
and relocated on the very west e::lge of the site - west of the
restaurant access drive. Space on the east end of the restaurant
site were questioned on the basis of the restaurant requirements.
Response: Parking has been consolidated (12 spaces) just west of
the existing building by the relocation of the west drive. Five
spaces will remain on the east edge of the property. A handicap
space and the 5 other nearest spaces will be reserved for customer
parking . The Applicant irwestigated the restaurant parking and
found that it seats 150; with 1 space for each 3 seats, 50 spaces
are required and 72 are available. Amoco leases the 22 extra
spaces on the east end. The Plan indicates 20 spaces on-site (one
is used for a tenp::>rary remediation building) plus the 22 on the
restaurant site.
4. Trash Enclosure: Was located in the front yard between the
parking and County Road E.
Response : Relocated to the east side, behind the 5 parking
spaces . The enclosure will be finished the same as the principal
building and will have doors to corrp1etely enclose the structure.
5. Scr'eenina on SE Corner: Concern was expressed regarding
headlights shining into the adjoining doctor's office.
Response: The reversed traffic pattern minimizes this problem,
but, a 5-foot screen fence softened with landscaping, is also
proposed to further separate the service station and its
associated traffic from the quieter office use. The fence will
. extend from the trash enclosure to the SE corner of the site.
6. Temporarv Remediation structure and Prapane Disoensina: These
uses had been proposed over the last several months but were never
officially brought forward for action. The city wanted to know
the status of these and the :i1rq:lact on the site Plan.
Response: The temporary Sll'all (10 x 20') building has been
located in the southwest parking stall west of the main building.
Atterrpts were made to locate it behind the building, but the
location and elevation of the water collection trenches precluded
that possibility. When it is removed, one more parking space will
be available. Amoco does not allow propane dispensing at their
stations.
7. Siqnaqe: The total signage area and the area of individual signs
had not been determined at the t:iJne of the initial Planning
Commission review in June. Signage added f= the car wash would
have to be calculated.
Response: Besides the normal b.1siness signs, service stations are
allowed signs showing gasoline prices and car wash facilities with
an area not to exceed 12 sq. ft. each. The area of these signs is
to be included in the maximum permitted area. Business wall signs
are limited to 10 percent of the building facade. staff's
interpretation is that other directional or informational signs
are not included in the prescr-ibed total b.1siness sign. As the
lot is a corner lot, the sign area could be 10 percent of the
. County Road E facade and 10 percent of the Hamline facade. The
Planner reviewed the calculations of the wall mounted sign as
outlined in his report of 7-01-92.
