A heated slab on the exit side will extend from the car wash <br /> and west a=oss the restaurant drive. This is to avoid the <br /> ice hlild up from dripping cars and will drain into the <br /> ditch to the west. <br /> c. carwash water will be drained directly into the sanitary <br /> sewer . A permit from the MWCC may be required. <br /> 9. OVerall APPearance: As initially proposed, the carwash would have <br /> its exit door facing County Road E. <br /> Response: 'lhe revised Plan provides an unbroken brick facia, with <br /> a 30-inch facia band around the top and 8 junipers along the wall. <br /> Being depressed aIxlut 3 feet presents a lower profile to the <br /> County Road E. view. <br /> Planner Berg1y concluded that he and Chairman Probst have been working <br /> with the Applicant and Architect on a day-tCM'lay basis to arrive at a <br /> solution that meets the city standards and address circulation, <br /> appearance, landscaping, perceived intensity (and orderliness), <br /> proximity to parking, etc. Bergly stated that he and Chairman Probst . <br /> support the revised Plan and reconnnended approval. <br /> Bergly rep:>rted in light of all the service stations that have <br /> eliminated the service aspect in fav= of more gasoline sales and the <br /> retail sale of food products, felt uncomfortable aIxlut being overly <br /> restrictive for an operation that is successful and provides service to <br /> residents in Arden Hills. The proposal does not require any variances <br /> and has a plan that successfully addresses the concerns of the Planning <br /> Commission. Bergly reconnnended 10 conditions which should be attached <br /> to the Amended Special Use Pennit: <br /> r' A landscape bond be delivered to the city prior to issuance of the <br /> Building Pennit. <br /> 2. All permits necessary from the Metrop:>litan Waste Control <br /> Commission, Pollution Control Agency, and any other required <br /> I 3. permitting agencies be secured with copies delivered to the City <br /> prior to issuance of a Building Permit. <br /> The City Engineer approve the site drainage plan. <br /> 4. The proposed temporary remediation building be allowed to be <br /> } constructed after staff review of plans and details. <br /> 5. The access easement document along the west area of the site <br /> providing access to the restaurant be approved by the city <br /> Attorney, as the restaurant does not have direct access to a <br /> public street. <br /> 6.
