<br /> CITY OF ARDEN HILLS <br /> MARCH 25, 1992 <br /> . PAGE TWO <br /> We have worked with the low bidder, F.M. Frattalone, Inc. on a project in <br /> Falcon Heights. We have also contacted references provided by F.M. <br /> Frattalone, Inc. for work completed last year in Shoreview, Maplewood and for <br /> projects in Ramsey County. All references indicated that the Contractor's <br /> work met all specifications and was of good quality. F.M. Frattalone, Inc. <br /> will primarily complete the excavation, grading and utility work, with <br /> subcontractors used for the concrete curb and gutter and bituminous paving <br /> work. <br /> Based on these references, we are prepared to recormlend award of the 1992 <br /> Tiller Lane Street Reconstruction Improvements Project to F.M. Frattalone, <br /> Inc. as the lowest responsible bidder after the assessment hearing for the <br /> proj ect. The assessment hearing for this project is set for April 27, 1992. <br /> The assessment rate for these improvements is based on the project cost, <br /> calculated as follows: <br /> Actual Construction Bid $211,105.00 <br /> Administration, Fiscal, Legal (32%) 67,553.60 <br /> . Total Project Cost $278,658.60 <br /> As estimated assessment rate of $35.28 per front foot was presented at the <br /> public hearing, based on assessing 50% of the street improvements and soils <br /> correction work, and 100% of the storm sewer improvements. The estimated <br /> assessment rate was comprised of $23.00 per foot for street improvements, <br /> $9.46 per foot for soils correction and $2.82 per foot for storm sewer <br /> improvements. Based on the bids received, however, a reduction of the <br /> estimated assessment rate to $29.27 per foot can be supported. This <br /> recalculated assessment rate is comprised of $19.34 per foot for street <br /> improvements, $8.47 per foot for soils correction and $1.46 per foot for <br /> storm sewer improvements. <br /> Attached for your review and consideration are two resolutions pertaining to <br /> the April 27, 1992 assessment hearing. The first resolution establishes the <br /> residential equivalent rate for street reconstruction of Tiller Lane as <br /> $29.27 per front foot. It is important to note that this rate is higher than <br /> the 1991 residential equivalent assessment rate of $22.00 due to the soils <br /> correction work that is necessary, It is possible that the rate in future <br /> years may be higher or lower, depending on the existing conditions of the <br /> street to be reconstructed. The second resolution determine the costs to be <br /> assessed and orders preparation of the assessment roll. <br /> . <br />
