<br /> This letter summarizes how the Regional Transit Board's (RTB) 'Vlsion For Transit: ties
<br /> into the expanSion of the Rosevllle Area Circulator to serve major trip attractions within
<br /> the City of Arden Hills, The RTB Is seeking an endorsement from the City of Arden Hills on
<br /> the Vision For Transit and the Rosevllle Area Circulator expansion,
<br /> The RTB's Vision For Transit (enclosed) outlines the future development of the Twin Cities
<br /> area's public transit system, The system will continue to focus on a multi-modal
<br />. approach to meeting the diverse needs of residents In the region, Community
<br /> circulators. dlal-a-rldes, regular routes buses and feeders, transit hubs, park-a,ride lots,
<br /> bike facilities, high occupancy vehicle lanes, light rail transit and ridesharing all playa
<br /> role in implementing the vision,
<br /> The Roseville Area Circulator Is a prototype of the overall vision in place and operating.
<br /> The Circulator program was initiated by the Regional Transit Board In April, 1989, This pilot
<br /> project was designed to test the feasibility of a neighborhood circulator in the
<br /> communities of Rosevllle, Shoreview, Lauderdale, Falcon Heights, and Little Canada,
<br /> National School Bus, which provides the service under contract to the RTB. was
<br /> awarded the service through a competitive procurement process,
<br /> Currently. five Circulator routes converge at the Rosedale Transit Hub seven days a
<br /> week, providing convenient transfers to five MTC routes and the University of Minnesota
<br /> Transit service (See enclosed route map and schedule), In March, 1992, a fleet of new
<br /> vehicles was deployed with features that include wheelchair lifts and electronic
<br /> registering fareboxes that accept dollar bills, The vehicles are mid-size transit buses
<br /> that can accommodate 22 ambulatory passenger and two wheelchair passengers,
<br /> Ridership on the service has grown from 5,500 passengers in its first month of operation to
<br /> an average of 13,em riders per month, Intensive marketing activities have been a key
<br /> factor in the growth of the Circulator, The primary users of this service have been
<br /> shoppers, students, work commuters and senior citizens,
<br /> To more effectively and efficiently provide this service, RTB staff Is planning to
<br />. implement several service changes effective July 1, 1992, Included In the proposed
<br /> changes is the development of a new Route 101 which would serve the City of Arden Hills
