RE: FEASffiILITY STUDY <br /> ROUND LAKE ROAD WEST STREET IMPROVEMENTS <br /> Dear Council Members: <br /> I As directed, we have completed the feasibility study for the above referenced project. We have <br /> reviewed the existing roadway from an engineering standpoint and obtained soil boring <br /> . information on the soils beneath the pavement surface. Based on these findings, we discussed the <br /> options available to the City in rehabilitating the roadway. Discussions with Public Works <br /> Supervisor Dan Winkel have centered on constructing a maintenance-type project to provide an <br /> fj improved roadway until reconstruction of the entire roadway is feasible. <br /> Items discussed in this feasibility study include existing conditions, proposed improvements, <br /> I estimated project costs, methods of financing the improvements and a proposed project schedule. <br /> The estimated project cost for rehabilitation of West Round Lake Road with a cold in place <br /> recycling project is $97,900. <br /> I In accordance with the City's Assessment Manual, assessments to abutting property owners are <br /> proposed at a rate of 100% of the project cost since the project is not programmed for construction <br /> in 1992. The assessment scenario is complicated by the fact that reconstruction of the roadway is <br /> . a future possibility and that Round Lake Road West is included in the City's Municipal State Aid <br /> (M.S.A.S.) System. <br /> The project is feasible from an engineering standpoint. Please contact either Terry Maurer or <br /> . myself if you have any questions.
