INTRODUCTION <br /> The Arden Hills City Council authorized preparation of a feasibility report to improve Round Lake <br /> I Road West by Resolution 92-16 at their March 9, 1992 meeting. This feasibility study was <br /> I initiated by the City Council following a number of concerns raised by property and business <br /> owners who use Round Lake Road West and their only access. The roadway has rapidly <br /> I deteriorated during the winter of 1991/1992. City maintenance forces have performed work in <br /> repairing potholes to keep the roadway passable, but more extensive work is required. <br /> I <br /> I The location of Round Lake Road West is shown by Exhibit 1. <br /> I SCOPE <br /> The purpose of this study is to analyze the feasibility of repairing Round Lake Road West from <br /> I State Trunk Highway 96 to 14th Street N.E. The options analyzed for repairing the roadway <br /> it range from constructing a maintenance type project, such as bituminous overlay or cold in-place <br /> recycling, or complete reconstruction. <br /> I <br /> This feasibility study will discuss existing conditions, proposed improvements and estimated <br /> I project costs. The total project costs consist of estimated construction cost plus overhead costs, <br /> I including City administration, engineering, fiscal and legal expenses. Financing methods will be <br /> discussed using the City's Assessment Manual as a guide. A proposed project schedule will also <br /> I be presented. <br /> I EXISTING CONDmONS <br /> I Round Lake Road West is a frontage road along the east side of Interstate 35W. The roadway <br /> ends at 13th Street N.E. and serves an area zoned G-B, General Business District. Exhibit 2 <br /> shows the zoning districts along Round Lake Road West.
