METIIODS ill: FINANCING <br /> I The feasibility study for improvements on Round Lake Road West was initiated by the City <br /> Council in response to concerns raised by property owners and businesses along the roadway. As <br /> I improvements on this roadway are not programmed for 1992 as listed in the City Street <br /> I Improvements Priority List, the City Assessment Manual states that assessments may be levied to <br /> fund 100% of the project cost. Given the City's limited availability of funds for street <br /> I improvements, the City therefore could determine to assess 100% of the project cost to properties <br /> along Round Lake Road West. According to Ramsey County records, there are 8 properties along <br /> I the east side of the roadway between U.S. Highway 96 and 14th Street N.E. with a total front <br /> I footage of approximately 2600 linear feet. The entire frontage along the west side of the roadway <br /> is State property that does not benefit from the project. Based on the estimated project cost of <br /> I $97,900 for CIR improvements, an assessment rate of $37.65 per front foot would be required. <br /> it Round Lake Road West is included in the City's M.S.A.S. System and is therefore eligible for use <br /> I of State funds to construct improvements that meet State Aid Standards.
