<br /> " <br /> . o Express routes 35A, B, 0 duplicate local Route 15 in the White Bear Lake <br /> area. <br /> o Park-and-ride lots have low usage in this subarea. <br /> o Transit accessibility averages between 50 to 70 percent. <br /> o Metro Mobility service was expanded to this subarea in January 1987. <br /> ANALYSIS <br /> Shoreview and Vadnais Heights are projected to have increases in both <br /> population and employment. There are low levels of transit dependent <br /> populations in the subarea, with most concentrated in White Bear Lake. <br /> Travel characteristics show most trips are to adjacent communities or are <br /> internal trips. Park-and-ride lots in this area are under-utilized which <br /> could be a result of the poor location or poor route alignment. There is a <br /> high level of internal travel while the local routes are oriented <br /> primarily to the two CBD's. <br /> Five local routes operate through this area along with ten express routes. <br /> There is no weeknight, Saturday or Sunday service in this subarea. White <br /> Bear Area Transit provides dial-a-ride and subscription service during <br /> weekdays to White Bear Lake, White Bear Township and Birchwood. This <br /> service links up to MTC regular route service at Maplewood Mall. Express <br /> service in the subarea is good which is reflective of the high desire to <br /> the St. Paul CBO for work. <br /> . POTENTIAL TRANSIT SERVICE STRATEGIES <br /> o Express service should be evaluated to ensure it is not duplicating local <br /> route service. <br /> o The location of park-and-ride lots should be examined. Locations next to <br /> major highway facilities or at transit hubs, such as Maplewood Mall, are <br /> desirable. <br /> o Examine additional weeknight, Saturday and Sunday service. <br /> o Based on the subarea 13 analysis, a local circulator serving White Bear <br /> Lake and Vadnais Heights and tying into Maplewood Mall should be examined. <br /> This circulator service could also tie into express service from Maplewood <br /> Mall to downtown St. Paul. <br /> o Based on subarea 11 analysis, a local circulator serving Shoreview and <br /> Arden Hills and tying into Rosedale should be examined. This service would <br /> also tie into express service from Rosedale to both the Minneapolis and <br /> St. Paul CBDs. <br /> o Evaluation of North Suburban Lines service through Lino Lakes and <br /> Centerville to ensure cost-effective and efficient service. <br /> . <br />
