Arden Hills Council 7 June 8, 1992 <br /> IM~ROVEMENT HEARINGS <br /> J2l11'lI.AP STREET IMPROVEMENTS <br /> Mayor sather opened the meeting at 8:49 p.m. for the purpose <br /> of conducting a public hearing on improvements for Dunlap <br /> Street. Acting Clerk Administrator Iago verified <br /> publication of the notice of hearing in the New Brighton <br /> Bulletin on Wednesday, May 27 and Wednesday, June 3 and <br /> mailing to affected property owners on May 26, 1992. Iago <br /> reported that no written comments or objectives had been <br /> received. <br /> Engineer Graham briefly explained the street improvement <br /> project plans and anticipated project schedule for Dunlap <br /> Street from Grey Fox to Red Fox Roads. He reported that six <br /> of the nine properties involved are owned by st. Paul <br /> Properties. He compared the estimated costs of <br /> reconstruction of the street (about $199,000) versus cold- <br /> in-place recycling of the street (about $50,400 plus sub- <br /> surface soils correction). He recommended the cold-in-place <br /> recycling option and explained the financing policy for the <br /> project whereby 50% of the total costs are absorbed by the <br /> . City as a whole and 50% is assessed to benefiting <br /> properties. He emphasized that actual assessments will be <br /> determined and presented later at the assessment hearing, <br /> but are estimated at about $14 - $15 per front foot. <br /> ,John Komula, representing Marquette Partners and st. Paul <br /> Properties, expressed support for the project and acceptance <br /> of estimated assessments. <br /> There were no further comments from the public; the public <br /> hearing was closed at 8:57 p.m. <br /> MOTION: Malone moved, seconded by Growe, to adopt Resolution <br /> No. 92-39 Ordering The Improvement In The Matter of The <br /> 1992 Dunlap Street Improvement. Motion carried <br /> unanimously (5-0). <br /> MOTION: Malone moved, seconded by Growe, to adopt Resolution <br /> No. 92-40 Approving The plans And Specifications And <br /> Ordering The Advertisement For Bids In The Matter Of <br /> The 1992 Dunlap Street Improvements.
