<br /> - <br /> . <br /> Arden Hills Council 8 June 8, 1992 <br /> Mayor sather opened the meeting at 8:58 p.m. for the purpose <br /> of conducting a public hearing on improvements for West <br /> Round Lake Boulevard. Acting Clerk Administrator Iago <br /> verified publication of the notice of hearing in the New <br /> Brighton Bulletin on Wednesday, May 27 and Wednesday, ,June 3 <br /> and mailing to affected property owners on May 26, 1992. <br /> Iago reported that no written comments or objectives had <br /> been received. <br /> Engineer Graham briefly explained the street improvement <br /> project plans and anticipated project schedule for West <br /> Round Lake Road. He compared the estimated costs of <br /> reconstruction of the street (about $368,300) versus cold- <br /> in-place recycling of the street (about $98,000). He <br /> recommended the cold-in-place recycling option and explained <br /> the financing policy for the project whereby 50% of the <br /> total costs are absorbed by the City as a whole and 50% is <br /> assessed to benefiting properties. He emphasized that <br /> actual assessments will be determined and presented later at <br /> the assessment hearing, but are estimated at about $14 - $15 <br /> per front foot. <br /> There were no comments from the public; the public hearing . <br /> was closed at 9:01 p.m. <br /> MOTION: Mahowald moved, seconded by Hicks, to adopt Resolution <br /> No. 92-37 Ordering The Improvement In The Matter of The <br /> 1992 Round Lake Road West Improvement. Motion carried <br /> unanimously (5-0). <br /> MOTION: Mahowald moved, seconded by Growe, to adopt Resolution <br /> No. 92-38 Approving The plans And Specifications And <br /> Ordering The Advertisement For Bids In The Matter of <br /> The 1992 Round Lake Road West Improvement. Moti on <br /> carried unanimously (5-0). <br /> Discussion took place regarding the anticipated combined <br /> City's share for improvement projects to Tiller Lane, Dunlap <br /> Street and West Round Lake Road and how these costs might be <br /> handled. councilmember Malone suggested researching the <br /> possibility of borrowing against the PIR fund. He noted <br /> that some cost allocations between the general fund and PIR <br /> fund should be investigated by City staff. He also stated <br /> that the City Accountant may be required to make adjustments <br /> to these fund balances. <br /> PUBLIC COMMENTS . <br /> CASE 90-9 - DENNIS FOSTER <br /> Tom Balyk, representing Dennis Foster, applicant for Case <br /> 90-9, stated that he asked to be heard under public comments <br />
