Filla further explained to the applicant that no <br /> suggestion is being made that this application will be <br /> handled differently than any other application, that the <br /> City needs to review the situation and determine how to <br /> appropriately respond. <br /> Mr. Balyk stated that if Council could at least begin <br /> dialogue on this issue at their June 15 worksession, he <br /> would wait for a decision on June 29, 1992. <br /> MOTION: Mahowald moved, seconded by Malone, to place Case 90-9 <br /> on the June 15, 1992 Counci 1 worksession agenda and <br /> direct the City Attorney to prepare an opinion on this <br /> matter. Motion carried unanimously (5-0) . <br /> A representative from Mr. Foster's real estate company <br /> explained the timing elements involved from the standpoint . <br /> of real estate and marketing. <br /> Attorney Filla advised the applicant that all the conditions <br /> attached to the previous site plan should be provided to the <br /> City by the end of the day June 11, 1992. <br /> UNFINISHED AND NEW BUSINESS <br /> CONSIDERATION OF IMPOSING <br /> DEVELOPMENT MORATORIUM <br /> City planner Bergly commented that the Planning Commission <br /> is in the process of reviewing and modifying the current <br /> City zoning code and has discussed requesting Council to <br /> implement a development moratorium over the last few months. <br /> He noted the Planning Commission is now recommending Council <br /> consider the imposition of the moratorium. <br /> Attorney Filla explained the moratorium would cover the <br /> entire City (with possible exclusions) for a period of one <br /> year (with possible lS-month extension), the purpose of <br /> which would be to allow time to consider redrafting of City <br /> zoning regulations. He advised that the issue of a <br /> development moratorium needs a public hearing at the <br /> Planning Commission level with the usual public hearing . <br /> notice. <br /> Attorney Filla recommended certain areas of the City be <br /> excluded to accommodate known upcoming development. <br /> councilmembers Malone and Mahowald preferred Council abil ity <br />
