In this use, the training portion requires <br /> the dog owner to participate for one or two hours at a time. 'Ihere will be no <br /> evidence that the use involves animals. Existing parking lot acconunodates 60 <br /> cars and approximately 30 cars will be will be on site during training. <br /> 'Ihe Planner stated the applicants feel the majority of clients will purchase <br /> retail products. Training classes are in the evening and will induce traffic on <br /> Red Fox and Lexington over a longer period of time. Bergly explained that a <br /> similar facility is lccated in Burnsville and is allowed as a permitted use. <br /> Planner Bergly concluded to recommend the first action should be to detennine if <br /> this type of use should be considered an allowable use with a Special Use Permit <br /> in the B-4 District. 'Ihe se=nd action would be to approve or deny the <br /> applicants I request. Bergly recommended a condition be attached to the permit <br /> to allow the city to review the operation after one year. 'Ihis would allow <br /> discussion after the use if operating at nearly full capacity. <br /> Bergly stated the Fire Marshall has slight m:rlifications to the hlilding that he <br /> would like to recommend. Bergly recommended approval subject to the Fire . <br /> Marshall's review. <br /> Chair Proffit advised the City Attomey requested infonnation regarding evidence <br /> of title before the SUP is filed. He asked if there were any questions. <br /> Acting Clerk Administrator Catherine rago questioned if the city should require <br /> a copy of the lease agreement i Delta Envirornnental and Zeos were required to <br /> suJ:mi.t copies of leases as conditions of approval of applications in the <br /> Lexington-Fox Business area. Bergly agreed this may be :ilnposed as a condition <br /> of approval of this application. <br /> - <br /> Letty Afong, Owner, stated her hlsiness would add to the Community by assisting <br /> responsible dog owners professional training for their pets. She also stated <br /> classes would be held frOOl 6:30 p.m. to 8:00 p.m. <br /> Members Carlson and Erickson questioned the issues of noise and animal droppings. <br /> Ms. Afong advised she had not discussed the noise issue with her neighbors and <br /> the parking lot would be cleaned once or twice per day to alleviate any dog <br /> droppings frOOl the parking lot. <br /> Member Petersen questioned if 'lWin City Pet SUpply would be selling animals. <br /> Member winiecki expressed concern that no signage proposal was received. <br /> . <br />
