The Administrator shall work with <br /> department heads to monitor department budgets and to ensure that <br /> proper budget control procedures, approved disbursements <br /> procedures and purchasing procedures are established and followed. <br /> 11 ) The Administrator shall monitor the investment of City assets <br /> and shall make recommendations relating thereto. <br /> 12 ) With respect to purchasing, the Administrator shall act as chief <br /> purchasing officer and shall have the responsibilities established <br /> by that section of the Administrative Code dealing with Purchasing <br /> . Procedures. <br /> COUNCIL ADVISOR <br /> 1 ) The Administrator shall recommend changes, amendments or repeal of <br /> existing ordinances whenever necessary or advisable, <br /> 2 ) The Administrator shall attend and may participate in discussions <br /> at all meetings of the City Council, unless excused from <br /> attendance by the Mayor. The Administrator shall also attend such <br /> other meetings of official City bodies of commissions as may be <br /> directed by the City Council. <br /> 3 ) The Administrator shall keep informed and shall inform the Council <br /> on intergovernmental matters affecting the operation of local <br /> government, such matters to include: <br /> a) Court decisions where the City is a party <br /> . b) County, state and federal requirements <br />
