CCMNERI: <br /> Planner Bergly reviewed his report of August 5, 1992, relating to the <br /> site Plan Review for a Bank at the Old Hoigaard Building located at 116 <br /> West COUnty Road E, Joseph Cornmers (0Nner). <br /> Bergly explained the Applicant has requested a preliminary response on a <br /> proposed site plan. Mr. Joseph Cornmers understands that a complete site <br /> plan will need to be approved l:ut wants to inform the prospective tenant <br /> of the general feasibility of the plan. <br /> Mr. Bergly stated the request is to remove approx:iJnately the west 1/3 of <br /> the existing roilclirg. 'The bank would occupy the center 1/3 of the <br /> existing l:uilding and 5 drive-up banking lanes would be =nstructed <br /> where the portion of the l:uilding is to be removed. When the No:rwest <br /> Bank site plan was approved at pine Tree Drive and COUnty Road E, it was <br /> determined that the drive-in part of the facility was clearly an <br /> accessory use to the principal bank operation. '!his is an identical <br /> operation and will be treated the same. <br /> 'The Development Moratorium Ordinance would need to be waived for this <br /> development along with approval of the final site plan. <br /> 'The Planner reviewed the issues listed in his report as follows: <br /> . 1. Traffic 1\ccess/El:Jress: Dan Soler, Traffic Engineer f= Ramsey <br /> COUnty, indicated that the east (exit) drive to COUnty Road E is <br /> not acceptable due to its proximity to the access drive to the <br /> shopping center. A separate access drive (on the west edge) and <br /> an exit drive where the present drive is located would provide an <br /> acceptable access/egress arrangement. 'The COUnty requested that <br /> final plans be sul:mitted to Ramsey County for review. As access <br /> is to a COUnty Road, the COUnty driveway width standards will <br /> apply. <br /> 2. Buildina OCCllDants: 'The eastern 1/3 of the existing l:uilclirg is <br /> Tl!:M being renovated for a Mr. Movies video rental. 'Ihe bank in <br /> the central 1/3 of the existing l:uilding and the video operation <br /> would provide a very compatible use relationship. 'Ihe hours of <br /> operation for the bank are weekdays during business hours while <br /> the peak hours of operation for the video store are evenings and <br /> . weekends. '!his not only helps reduce on-site =ng'estion and <br /> parking deman:i, rot helps in reducing conflict for traffic <br /> entering and exiting the site on County Road E. <br /> 3. Parki.ncr: 'Ihe l:uilding square footage would require 28 spaces for <br /> Mr. Movies and 17 for the bank. However, the 38 spaces provided <br /> should be adequate considering the off-peak-hour usage of the <br /> video store. Spaces on the east end of the l:uilding should be <br /> marked for errg;:>loyee parking to reserve the front spaces for <br /> patrons. <br /> 4. Perimeter Land..'"CaI)e stripS: Adjoining properties on the east, <br /> . south and west all provide grass strips abltting this property. <br /> 'Ihe proposed plan shows an 8-foot strip added on the east, a 4- <br /> foot strip on the west and a ). -foot strip on the south. 'Ihe 5- <br /> foot wide grass strip abltting the east side of the l:uilclirg has <br /> been eliminated. He suggests the following: <br />
