Arden Hills Council 3 September 14, 1992 Filla concurred, and added that Council would continue to have authority to determine the total amount of staffing and the City's step/grade pay plan, however the Administrator would be responsible to take appropriate actions to implement those plans by determining numbers of staff members and deciding upon appropri ate salary increases/ etc. Councilmember Mahowald commented that he is comfortable with the arrangement outl ined in the proposed resolution and is confident that the Administrator will be accountable to the Council and report regul arl y on relevant matters, MOTION: Mahowald moved, seconded by Malone, to adopt Resolution 92-65 Describing The Scope Of Authority And Responsibilities Of The Arden Hills City Administrator. Motion carried unanimously (5-0). ~,ASE NO. 92-16; SITE PLAN REVIEW 116iL WEST COUNTY ROAD E - JOE COMMERS Planner Bergly reported that the Planning Commission, at their regular September 2 meeting, reviewed a site plan, . submitted by building owner Joe Commers, to remodel the old Hoigaard property at 1160 West County Road E for us e as a bank and video rental store. Bergly stated that at the Planning Commission's direction, a special meeting amongst the applicant, architect, construction manager, planner, and Planning Commission cfair was held to further discuss items at issue, such as tra fie patterns, access, parking, and landscaping. Bergly advised that the development moratorium would need to be waived for this project, and the applicant is seeking a two phase approval - the site related elements to be apprDved in September to allDw fall construction and site paving tD occur befDre potential frostl and the building plans tD be approved in october 1992. He added that the Planning CDmmissiDn has recommended waiving the moratorium, and apprDval of the applicant's building permit to undertake building demolition and site related work; but before the building permit is issued for the facade reconstruction, furth,.)/ approval must be granted by the Planning Commission, Council and Building Inspector. Bergly illustrated via a sit.@ plan map, the plans to remove the outer walls at the west end of the existing building and fDr t.he creation of a canopy for a multiple-lane drive through bank teller. He stated that the latest traffic plan . for the site is a one-way pattern arou~d the building, with appropriate signage, which was agreed 0 at the special meeting.
