Arden Hi 11 s Counci 1 3 September 14, 1992 <br /> <br />Filla concurred, and added that Council would continue to <br />have~ 311thori ty to determine the total amount. of staffing and <br />the City's step/grade pay plan, however the Administrator <br />would be responsible to take appropriate actions to <br />implement those plans by determining numbers of staff <br />members and deciding upon appropriate salary increases, etc. <br /> <br />Councilmember Mahowald commented that he is comfortable with <br />the arrangement outlined in the proposed resolution and is <br />confident that the Administrator will be accountable to the <br />Council and report regularly on relevant matters. <br /> <br />MOTION: Mahowald moved, seconded by Malone, to adopt Resolution <br />92-65 Describing The Scope Of Authority And <br />Responsibilities Of The Arden Hills City Administrator. <br />Motion carried unanimously (5-0). <br /> <br />CASE NO. 92-16; SITE PLAN REVIEW <br />1160 WEST COUNTY ROAD ,E - JOE COMMER~ <br /> <br />Planner Bergly reported that the Planning Commission, at <br />their regular September 2 meeting, reviewed a site plan, <br />. submitted by building owner Joe Commers, to remodel the old <br />Hoigaard property at 1160 West County Road E for use as a <br />bank and video rental store. Bergly stated that at the <br />Planning Commission's direction, a special meeting amongst <br />the applicant, architect, construction manager, planner, and <br />Planning Commission Cpair was held to further discuss items <br />at issue, such as traffic patterns, access, parking, and <br />landscaping. <br /> <br />Berg1y advised that the development moratorium would need to <br />be waived for this project, and the applicant is seeking a <br />two phase approval - the site related elements to be <br />approved in September to allow fall construction and site <br />paving to occUr before potential frost, and the building <br />plans to be approved in October 1992. He added that the <br />Planning Commission has recommended waiving the moratorium, <br />and approval of the applicant's building permit to undertake <br />building demolition and site related work; but before the <br />building permit is issued for the facade reconstruction, <br />further ap9roval must be granted by the Planning Commission, <br />Council and Building Inspector. <br /> <br />Bergly illustrated via a sit~ plan map, the plans to remove <br />the outer walls at the west end of the existing building and <br />for the creation of a canopy for a multiple-lane drive <br />through bank teller. He stated that the latest traffic plan <br />. for the site is a one-way pattern arou~d the building, with <br />appropriate signage, which was agreed fo at the special <br />meeting. <br />
