Appeals Process. <br /> Any alarm user who is required by the city to pay a <br /> user fee as the result of a false alarm may make a written <br /> appeal of the false alarm charge to the city Council within <br /> ten (10) days... which will have authority to make a final <br /> detennination .... <br /> Sec. 2.5-9. Administrative Rules. <br /> The Clerk Administrator may promulgate such rules as <br /> may be nE"''?'''=ry f= the inplementation of this chapter and <br /> the administration thereof. The appellant It1USt <br /> suhnit documentation of these non-owner =ntrolled <br /> circumstances . <br /> Following review, the administrative officer may <br /> reduce the number of false alanns as documented. This <br /> review often shows that the false alanns received have <br /> been due to these types of non-owner =ntrolled <br /> circumstances . Therefore, most often no further appeals <br /> have been n€'CE'''sary. In the event of further appeal, it <br /> would be appealed to the Administrator, then to the Council. <br /> Recommendation: Approve an Administrative Policy: .. <br /> City Council delegates to the city Administrat= a teclmical ! <br /> review of facts in any appeal of false alarm charges. The $ <br /> basis of this teclmical review will be non-owner =ntrolled i <br /> situations. The city will receive substantiation of these I <br /> situations prior to any final decision. The Administrator <br /> . will have the authority to adjust the number of false <br /> alarm notices based on this review.
