Kriesel, Building Official <br /> SYBJECT: Determination of Classification of Lower Level and <br /> Valuation at 1178 Benton Way <br /> =======================---------------------------------------== <br /> On November 2, 1992 I received an application for a building <br /> permit to remodel and improve the "basement" at 1178 Benton Way. <br /> My review found the Lower Level to be classified not as a base- <br /> ment but as a story, requiring a higher valuation. This resulted <br /> in a protest by the owner, Mr. Scott Larson. <br />. After a phone call from Mike Godfrey of the Minnesota Building <br /> Codes and Standards Division, I retreived the original building <br /> plans for the building: which show the lower level to meet the <br /> reequirements of a story and not as a basement. On Thursday, <br /> November 5, 1992 I verified the elevations on the drawings to be <br /> existing at the site. <br /> The submitted plans show improvments to all areas of the lower <br /> level requiring me to revalue the entire story from a basement <br /> to a story. <br /> UBC Sec. 423. "VALUE or VALUATION of a building shall be the <br /> estimated cost to replace the building and structure in kind, <br /> based on curent replacement costs, as determined in Section 304 <br /> (a) . <br /> As a practice to provide uniformity in determining valuation, <br /> I follow the recommendations outlined in the "HANDBOOK TO THE <br /> UNIFORM BUILDING CODE" published by the International Conference <br /> of Building Officials of which the City is a Class A member. <br /> "The code defines the valuation or value of the building in <br /> Chapter 4 essentially as the cost of replacing the building in <br /> kind. Also, the valuation includes work such as finish work, <br /> painting, electrical and mechanical work, etc., even though <br /> separate permits are to be obtained for the mechanical and <br />. electrical trades. <br />
