<br /> . rI/,I~ -:J- CONSULTING ENGINEERS <br /> Maier Stewart & Ass'ociates Inc. <br /> MEMO TO: Catherine Iago, Deputy City Administrator <br /> FROM: Mark Graham, Maier Stewart and Associates, Inc. /l1G- <br /> RE: Planning Commission Case #92-17, Cottage Villas of Arden Hills <br /> DATE: November 3, 1992 <br /> FILE: S20-000-00 <br /> We have reviewed the site plan and grading/utility plan for the above-referenced project and <br /> offer the following comments. <br /> The development consists of construction of a retirement home complex with two garages, an <br /> outside parking area, extension of sanitary sewer and water main from existing utilities in <br /> Cleveland Avenue and placement of stonn sewer. <br /> . <br /> Sanitary sewer work will be connected to an existing S" City sewer in Cleveland Avenue, <br /> . extension of S20 feet of S" sewer, and two manholes. This sewage would drain to the north <br /> toward the Cleveland Avenue lift station. Permit approval from the Minnesota Pollution Control <br /> Agency will be needed for this work. <br /> Watermain work will include connection to an existing S" City watermain in Cleveland Avenue, <br /> extension of S20 feet of 6" watermain, and placement of a hydrant. Permit approval from the <br /> Minnesota Department of Health will be needed for this watermain work. <br /> Stonn sewer work will include 12" and IS" pipe and six catch basins or manholes. Pennit <br /> approval from the Rice Creek Watershed District (RCWD) will be required. We contacted Mr. <br /> Pete Fryer at the RCWO regarding this project. As of this writing, this development plan has <br /> not been received by their office. It is the RCWO's responsibility to approve the methods of <br /> draining stonn water run-off. It appears that run-off will be collected in a new pond to be built <br /> along the west edge of the development. An existing wetland area also borders the development <br /> on the south and west sides, <br /> As with other private developments utilizing municipal utilities, it would be appropriate for the <br /> City Engineer to review construction plans and inspect construction of the improvements. The <br /> costs associated with review and inspection are borne by the Developer and should be specified <br /> in the development agreement for this project. An escrow account to cover all City costs should <br /> also be established. All municipal utilities must be installed in accordance with City <br /> requirements.
