. ,
..
. CITY OF ARDEN HILLS
JmDWID(lM
DATE: NoV8Dber 24, 1992
TO: Dorothy PersOn, city Mministrator
FRCM: DIm winkel., Public works superint........~t
SllBJECT: Remaval of 10,000 Gallon Gasoline Tank
I am requesting that the Council approve the rerooval of the 10,000 gallon
gasoline tank located behi.rrl the Public Works J:uildi.nq. ihe tank was
originally scheduled to be removed in 1991. D..1e to the possibility of
including the rem:wal costs in the proposed new Public Works facility, it was
my recommendation not to remove it in 1991. However, as the preparation of
the 1993 Budget began, which includes an estimated cost for spending in 1992,
it became obvious that the tank rencval should be added back in the 1992
Budget if the referendum fails. ihe Council agreed and said that the tank
shall be removed this year. There is $10,000 in the 1992 estimated I::udget for
rem:wal of this year.
. I have obtained three quotes to do this job. '!be tank rencval shall include;
rerooving the tank and hauling to an approved tank disposal company for
disposal, purging the tank prior to rerooval, backfillin:J the site to grade,
and also conducting the required envirornnental site assessment with written
report for a clean site. The quoted prices for this specification are as
follows:
1. Minnesota Petroleum Service, Inc. $3,878.00
2. Griffin Service 4,350.00
3. Petroleum Equipment Services 4,040.00
Minnesota Petroleum is the apparent low bidder for this project. Mr. Bruce
Madsen from Minnesota Petroleum stated that he could get this done yet this
fall.
There are also alternate costs that may be encountered during this tank
removal. These costs were foun:l on site durin:J the tank removal. These costs
include the excavation, rencval and stockpilin:J of bnpacted soil at $6.18 per
cubic yard. I.oaclin] and haulin:J the bnpacted soil to a disposal site would
cost $8.05 per cubic yard. And finally addin:J clean replacement soil
c:arrpacted in place would cost $11.50 per cubic yard. It is my hope that these
extra costs would not be needed, and if they are that we could reduce some of
the costs by our people loading the tnlcks to haul the material away.
REXX1'1MENDATION:
. It is my recommendation that we hire Minnesota Petroleum to remove the
un:lerground gas tank, and that they be authorized to do this as soon as
possible.
I:M/ts
