TRUTH IN TAXATION - OUTLINE <br /> NOVEMBER 30, 1992 <br /> The 1993 Budget for the City of Arden Hills delineates details of major areas of services <br /> provided to its citizens. The Budget document is critical to the day-to-day <br /> administration during the 1993 budget year. In addition, the Council is assisted in this <br /> budget through the following areas: <br /> 1. The Council obtains an estimate of revenues for the upcoming year. <br /> 2. The budget document controls expenditures in allocating funds among City <br /> services. <br /> 3, The budget document facilitates and coordinates important decision making <br /> throughout the year. <br /> 4. The budget document assists the Council to evaluate the level and quality of <br /> services that are provided during this past year. <br /> 5. The budget document assists the Council to measure efficiency by measuring the <br /> level and quality of services the citizens receive for each dollar that the City <br /> spends. <br /> The 1993 budget process consists of the following: <br /> 1. City departments review this past year's budget planning versus actual spending in <br /> . May and June of 1992. <br /> 2. In June and July, 1992, the administration and financial staff review the requests <br /> of expenditures by departments and the anticipated revenue sources. <br /> 3. In August, 1992, the Council reviewed the staff recommendations and requests in <br /> a series of worksessions. <br /> 4. Council also reviews the major objectives and goals for the City and how the <br /> budget requests meet those goals. <br /> 5. Previous citizen concerns are evaluated at this time. <br /> 6. By September 15, 1992, the Council has set the proposed maximum levy for the <br /> 1993 budget year. This levy is certified to the County for Truth in Taxation. <br /> Truth in Taxation Notices: <br /> The purpose of tonight's meeting is to inform the taxpayers of the City's intent to adopt <br /> a levy. This levy is the maximum levy that the City is allowed to raise income for 1993. <br /> The 1993 maximum levy City-wide is $ 1,590,000. <br /> and percentage of increase over 1992 is 3.9 percent. <br /> The City Council sets the final levy at the close of the public hearing. The final levy <br /> may not exceed that amount noticed to the citizens. <br /> . In 1993, the State removed levy limits to local government. Citizens have been notified <br /> by parcel specific information as to the maximum levy and have also received notice <br />
