According to Minnesota Department of Transportation (MnD0T) <br /> representatives, the improvements are eligible to be partially funded through MnDOT's <br /> Cooperative Agreements process. <br />. INTRODUCTION <br /> In December of 1991, MnDOT closed the TH 511Snelling Avenue median opening due to <br /> safety issues. Since the median closure, the Arden Hills City Council and concerned citizens <br /> have met with MnDOT to discuss alternatives for the intersection. At an informational meeting <br /> held on November 23, 1992, Tom O'Keefe from MnDOT presented the following alternatives: <br /> 1. Realignment of the Old Snelling Avenue, Hamline Avenue, and TH 51 intersection, <br /> including signalization. <br /> 2. Construction of a frontage road from Old Snelling Avenue to Lydia Avenue. <br /> 3. Widening the County Road E bridge. <br /> 4. Continue with permanent closure of the median by removing the bituminous surfacing <br /> and establishment of a boulevard. <br /> As the bridge widening does not address the Old Snelling Avenue access, this letter discusses <br /> the feasibility of both the intersection realignment and frontage road. <br /> EXISTING CONDmONS <br /> At the Old Snelling Avenue intersection, TH 51 is a four-lane divided highway with a posted <br /> speed limit of 55 miles per hour. The median opening had allowed left turn access from <br /> northbound TH 51 to Old Snelling Avenue. The Hamline Avenue and Old Snelling Avenue <br />. (CSAH 76) intersections with TH 51 are offset a distance of approximately 500 feet.
