Person, City ]ldminiRtrator t:fJ <br /> DM'E: January 15, 1993 <br /> BtlIl.1ECl': City organizational Review - Update and Reccmnendation <br /> '!he following is a synopsis of the reorganization of internal duties of City <br /> Hall staff of Arden Hills. As you will find, the primary focus of <br /> reorganization is on centralized purchasing 1.U1der Finance and the revision of <br /> priorities under the =ent Planning and Zoning l\dministrator/Deputy Clerk. <br /> '!his reorganization focus to provide time to priorities to address community <br /> concerns . '!hese have been identified through Arden Hills 2000, the City <br /> survey, the League of Minnesota cities and state legislature priorities. <br /> '!he Deparbnent Heads will be proactive and involved in overall planning of <br /> their responsibilities, review and recommend any items in work relating to <br /> legislative change, to area-wide changes by Council, by Met Council and the <br />. state/legislative actions, by consolidation and cooperation issues. The <br /> result will be addressing community needs through a proactive rather than a <br /> reactive stance. Deparbnent Heads will be required to operate in a higher <br /> management level. <br /> '!herefore, Deparbnent Heads will act in an overall view and long-term planning <br /> JOOde versus putting out fires. One exanple of the change is Deparbnent Heads <br /> will be to manage contractors rather than si1nply be responding. This puts the <br /> City in a leadership role to address long term needs and requirements of the <br /> city. This higher level of expectation of management will have an effect on <br /> their view and follow through of daily work activities required of cu=ent <br /> line staff. '!his outcome is expected with only miniInal staff increase - 1 <br /> clerical. <br /> As a new l\dministrator, you will see initially a more involved hands-on <br /> approach to governing of the city. For this purpose, the l\dministrator will <br /> be involved in the reviewing of more detail of each cleparbnent within the <br /> city. <br /> The enclosed organizational chart shows that the City l\dministrator will be <br /> more hands-on in overall administrative duties. PreviOUSly, these duties may <br /> have been done on a limited basis, such as personnel or risk management. <br /> '!hese duties include MIS, Records and Data Practices, Personnel, Elections, <br /> Risk Management, and Short and IDng Tenn Planning. Each of these areas are <br /> not a full-time job in the city of Arden Hills. However, I believe that each <br /> of these areas need a serious review by the Administrator. <br />. <br />
