At our meeting, I <br />believe we concluded that the appropriate approach would be to <br />. schedule a "workshop session" with the full Council, sometime <br />in January. At that time, we can present our proposal for <br />development to the Council and engage in a free and open <br />discussion relative thereto. <br /> <br />In earlier correspondence (copy enclosed for your convenience) <br />I outlined the fundamental elements of our proposal for <br />development. Rather than reiterate that entire proposal in <br />this letter I will simply note the key elements that we feel <br />are necessary to facilitate effective development of the <br />property. ~he key elements, are as follows: <br /> <br />1. Development, to be successful in this marketplace, will <br />need to be in the form of a coordinated mixed use business <br />park similar to our Mounds View Business Park project. <br /> <br />2. To realize the full development of the parcel, the <br />cooperation and participation of the city will be <br />essential. The city's participation will necessarily <br />include creative use of tax increment financing and other <br />available incentives. <br /> <br />3. To assure both continuity, coordination and quality of the <br />development it will be necessary to designate a single and <br />exclusive developer to plan and implement development of <br />the entire area. <br /> <br />. <br /> <br /> <br />1(1;\; L(ln~ 1.,11.:(.
