It is also <br /> obvious to me that streets milt within the last 5 to 12 years are not going <br /> to realize their projected life span without at least an overlay, recycling, <br /> or reconstruction project. All three of these options are much more costly <br /> than the routine sealcoat that is generally used to exterxl. a street's life <br /> span. I believe that the city will have to monitor street construction and <br /> reconstruction IlIUch more closely to ensure proper construction practices. It <br /> was reported over and over again during the 1993 survey that a possible lack <br /> of = inadequate canparison may have contrib..1ted to the decline of the <br /> streets' surfaces. <br /> . A small sanple of canparisons between the 1993 and 1990 supplemental study <br /> will help to show how quickly same of these streets have deteriorated. '!he <br /> following list is based on a point system that used the same criteria for <br /> evaluating streets on both occasions. streets with a rating of 0 to 69 are in <br /> need of reconstruction. streets rated from 69 to 89 generally will require an <br /> overlay, whereas, streets rated from 89 to 94 usually require only a sealcoat. <br /> 'Ihe roadways with ratings of 95 to 100 require routine maintenance, such as <br /> crack filling and pothole repairs. Another option that is available, and <br /> costs between an overlay and a reconstruction project, is recycling. <br /> Recycling was done on Dunlap street and West Round Lake Road last year with <br /> goo::l.
