OVerview of 1993 Pa__t
Manaqlllll8llt Rating' Schedule
Page 'lWo
It should also be noted that although we may plan to do the annual sealcoating
an:l. overlaying, sometimes bad fall an:l. spring weather can contriJ::ute to a very
rapid decrease in a road's corrlition. A good example of this is what happened
to the streets in 1992. West Round Lake Road was rated as a 94 in 1990.
However, the roadway deteriorated very quickly in two years an:l. finally the
spring thaw an:l. refreezing in 1992 caused large potholes to develop, rendering
the road allnost ilrpassable. The pavement management funjs for 1992 had to be
used to recycle West Rounj Lake Road, Dunlap street, an:l. also part of the
Tiller lane reconstruction. '!herefore, no funjs were available to maintain
the annual sealcoat an:l. overlay projects.
'!he 1990 street ratings had only 8 sections of roadways scheduled or
reconstruction. '!he 1993 study has 54. The same 1990 survey has 35 streets
rated for overlays, with 42 rated in that category in 1993. Scheduled
sealcoating in 1990 had 19 streets, with 1993 having 30 streets. '!he large
in=eases are based on the scores an:l. conunents frem our Public Works staff
that did the 1993 survey, an:l. may have been slightly more liberal than in 1991
an:l. 1990.
a:lNcrDSION:
. It is my opinion that the City will have to identify additional funding
sources for future pavement management programs. It is illIportant to realize
that we must be as aggressive as funding allows to stay ahead of our declining
street conditions. Failure to invest now could start to double an:l. triple
repair costs due to recycling an:l. reconstruction projects rather than sealcoat
an:l. overlay projects that could be completed now. Perhaps our as="'<;roe!1t
policy an:l. part of the County road turnbacks could help with some of the
future funding.
r1I1/ts
Attachments
.
