'!herefore, no funjs were available to maintain the annual sealcoat an:l. overlay projects. '!he 1990 street ratings had only 8 sections of roadways scheduled or reconstruction. '!he 1993 study has 54. The same 1990 survey has 35 streets rated for overlays, with 42 rated in that category in 1993. Scheduled sealcoating in 1990 had 19 streets, with 1993 having 30 streets. It is my opinion that the City will have to identify additional funding sources for future pavement management programs. It is illIportant to realize that we must be as aggressive as funding allows to stay ahead of our declining street conditions. Failure to invest now could start to double an:l. triple repair costs due to recycling an:l. reconstruction projects rather than sealcoat an:l. overlay projects that could be completed now.
