The causes Of any <br /> problems which led to the poor condition of the street must also be <br /> addressed. The excavation of bad soils, placement of geotextile fabric <br />. or construction of storm sewer are all possible additions that may be <br /> necessary to try to make the reconstructed road last as long as <br /> possible. Addressing the problem itself (poor roads) without <br /> addressing the cause of the problem (bad soils or excessive water) does <br /> not constitute prudent use of money. <br /> Currently, the existing rating data, shown on Exhibit 2 reflects the <br /> following total estimated project costs for street work required within the <br /> City (in 1990 dollars): <br /> Seal Coating Needs $ D2 ,800 <br /> Overlay ~Ieeds ~~'J.I~ <br /> Reconstruction Needs 968.800 <br /> TOTAL NEEDS ~ <br />.
