CITY OF ARDEN HILLS
JANUARY 15. 1990
PAGE FIVE
New that the meaning of a street rating is defined, 1t 1s important to
understand that these categories are not rigid boundaries. Rather, the
categories are a tool to help organize the planning process of future street
problems.
To set up future street programs. it 1s important to know what types of
work are best accomplished by the City itself. The Study originally
recommended that the City institute a crack filling program. The number and
type of cracks was included in the original field rating for each street
with; n the City. However. the 1988 street program contracted out crack
. filling work as part of the project. We are of the opinion that contracting
out crack filling is a poor way to accomplish the work. Contracts for
street work are usually performed in the Summer. but crack sealing is best
performed in the Spring or Fall. when cracks are open at their wide$t.
Crack filling is labor intensive work that is very difficult to measure for
bidding purposes, The cost of having an outside contractor perform crack
filling is very expensive since the work is typically small areas on a
number Of streets allover the City. By hiring an outside contractor. the
City is paying a premium price for crack filling work. We recommend that
the City beg'in their 0\'10 crack filling program utilizing their maintenance-
forces.
As previOUSly mentioned. maintenance work. such as crack filling, is
. typically needed on a number of streets throughout the City. This is also
true of streets needing seal coating, Although the City is not tremendously
large. the fact that it is separated by Interstate 694, U.S. Highway 10 and
