PAUL JI'F.I'.F.II1'!Jt <br /> Clair Probst opened the public hearinJ at 7:50 p.m. Case #93-01, POD <br /> Amendment for addi.n;J two units to Fdgewater Estates Townhanes. <br /> Rec:ordi.rq Secretary, Renee Kaulfuss confinned the publication of the <br /> Notice of HearinJ in the New Briahton Bulletin on Wednesday, January 20, <br /> 1993, and mailinJ to affected property owners on the same date. <br /> Planner Bergly referred to his report dated February 3, 1993, relatinJ <br /> to the applicant I s request for approval of an Amen:Jment to the <br /> previously approved and nearly COIlpleted development of the POD for <br /> El:igewater Estates Townhomes. (Case #87-26) . '!he amerrlment is to <br /> :incorp:lrate an abanioned City sewer lift station site (.34 acres) into <br /> the existinJ POD and allow the construction of 2 townhouse units on the <br /> site. since these will be owner-occupied units, a preliminary plat is <br /> also proposed to form two lots - one for each townhouse unit - and <br /> =ntiguous comrron space around the two lots. As the City lift station <br /> has remained in the R-1 District, rezoning to R-3 will also be <br /> necessary . 'Ibis amerrlment to the POD Concept Plan will be followed in a <br /> month with the POD General Plan. <br /> Bergly reviewed the considerations listed in his report. Unler the <br /> proposed zoninJ 34+ units would be allowed and this proposal would have <br /> 3 units less than would be allowed by either the existinJ or the <br />. proposed Ordinance regulations. ~e adjoining apartment site (part of <br /> the original POD) combined with the entire townhouse site will have an <br /> overall density of approxlirately 4.4 units/acre which is slightly under <br /> the townhouse density allowed in the present Ordinance. All other <br /> Ordinance requinnents of the site plan are well within stan:lard <br /> ordinance regulations. <br /> ~e lots are approximately the same size as lots for the other townhouse <br /> units . A Final Plat will be suJ::rnitted along with the Final POD <br /> documents . <br /> A zonin:J district change fram the existinJ R-1 District to the required <br /> R-3 District nulSt be made durinJ the General Development (Final Plan) <br /> Approval Stage. It adjoins an existinJ R-3 District and is consistent <br /> with the Corrprehensive Plan that designates the site as ''Medium Density <br /> Residential". <br /> with respect to the gradinJ plan, a large stockpile of ear"'..h located on <br /> the site will be used to brinJ the blildinJ site up to an elevation <br /> slightly above the adjacent street grades. A proposed. benn west of the <br /> SW corner of the west lot is approximately 6 feet above the adjacent <br /> Bl:ueberry centerline and about 8 feet above floor level. I.owerinJ the <br /> berm about 2 feet will achieve a more natural appearance. It appears <br /> that a stand of trees between the proposed units and the ones just to <br /> the west may be on the edge of the area to be graded. Care should be <br /> taken to protect the trees fram either fillinJ or gradinJ over their <br />. root system. The Grading Plan will have to be approved by the RaID and <br /> suggests that this occur between this Master Plan and the Final Plan. A <br /> more detailed grading construction plan will have to be suJ::rnitted for <br /> Final Plan approval. ~e small wetland to the north will need to be <br /> protected blt that will be shown on the erosion control plan suJ::rnitted <br />
