(7-0) <br /> Piotrowski moved, seconded by Rye to recommend to Council APPROVAL of <br /> Case 893-03, SITE PLAN MODIFICATION FOR MOUNDS VIEW SENIOR HIGH SCHOOL, and <br /> the following variances: <br /> a. A variance from the fencing regulations.that require 30 percent open <br /> for fencing, to allow installation of a windscreen during the tennis <br /> season. A windscreen with openings would defeat the intended purpos~, <br /> and the intent of the regulation is allow for air movement and light <br /> in residential districts, but are not issues in a tennis court setting. <br /> b. A 7 foot height variance from the required 3 foot fence height regulation <br /> in front yards. <br /> Rationale for granting the above variances based on the following: <br /> 1. The regulations were established to protect the character of a residential <br /> district. <br /> 2. The use across the street is industrial in nature, although in a residential <br /> district, so the impact of the higher fence would be insignificant. <br /> 3. There are no residents within 800 feet along County Road F. <br /> 4. The school site is fully utilized and alternative location of an expaneded <br /> tennis facility is not possible. <br /> 5. The 35 feet of additional right-of-way at the northwest corner creates <br /> an artifical condition that does not affect the physical relationship <br /> between the roadway and the fence. <br /> c. If needed, a Variance of 15 feet at the east end for the student drqp-off <br /> area, based on no other alternatives which achieve the safety and convenienc <br /> objectives of the option proposed and the safety achieved is an acceptable <br /> trade-off for such variance. <br /> (CONTINUED) <br /> ----------- <br />
