<br /> , <br /> . <br /> , <br /> . . <br /> - Ms. Dorothy Person <br /> May 12, 1993 <br /> Page Two <br /> Ramsey County also proposes to perform crack seal and seal coat work on Snelling Avenue, <br /> prior to turning it back, to bring it to a condition level 90. The estimated cost for this work is <br /> $22,260. It is the County's pinion that the bridge located just north of Trunk Highway 51 on <br /> Snelling Avenue is sufficient to accommodate any roadway urban improvements the City may <br /> choose to construct. <br /> Ramsey County rated Lake Johanna Boulevard at a condition level 100 in 1991, so no <br /> improvements are proposed prior to the turnback. <br /> Turnback procedures are ideally intended to benefit both parties. In this case, Ramsey County <br /> benefits by obtaining County Road P, which will be partially upgraded to match improvements <br /> on the east side of Lexington Avenue. Acquiring HaInline Avenue also allows the County to <br /> have control of the intersection at County Road P, which has been discussed as a future location <br /> for traffic signals. It also benefits the County that Hamline Avenue was recently reconstructed. <br /> The benefits of the City are that 1.69 miles of MSA roadway designation will immediately begin <br /> to draw apportionment and maintenance needs. The roadways turned back will not create <br /> immediate maintenance projects for the City. <br /> - There are also negative aspects to this turnback from a City standpoint. The uncertainty of the <br /> bridge integrity on Snelling Avenue would require the City to have it inspected, and possibly <br /> improved, prior to any future projects. The issue of right-of-way width and possibly vacating <br /> portions of it is also a complicated and political decision within the neighborhood. Also, the <br /> present layout of Lake Johanna Boulevard maximizes the useful space between properties on both <br /> sides of the road. It is therefore doubtful that State Aid design criteria could be met if Lake <br /> Johanna Boulevard were to be reconstructed. <br /> It is my understanding that this issue will be discussed at the next City Council worksession, set <br /> for May 18, 1993. We would hope to discuss the various issues at that meeting and receive <br /> direction from the City Council on how to continue discussions with Ramsey County.
