Others may combine <br /> properties to subdivide with a plat which would follow the usual publication, hearing process <br /> recommendation and Council action. <br /> The 200 foot right-of-way was acquired for highway purposes. The highway requiring that width <br /> was constructed elsewhere over 40 years ago. Ramsey County received the full right-of-way for <br /> highway purposes over 15 years ago and continued to retain that width after adaption of the <br /> Comprehensive Plan showing 66' as the planned width I3 years ago. <br /> It is my understanding (MS4l2.851) that the City by its own motion can vacate the excess right- <br /> of-way. A two week published notice is required prior to public hearing in this regard. The <br /> City would then complete the proceedings, enter in the transfer record and file with the County <br /> recorder. <br /> - I urge the Council to proceed with the turnback of Snelling Avenue from the County and vacate <br /> excess property to the adjacent property owners in the interest of orderly Planning and <br /> Development of Arden Hills. <br /> Sincerely, <br /> :dmn <br /> cc: Patrick J.
