However. a bingo hall could probably be inCluded <br /> in the general category of "commercial recreation" which is a <br /> ~ permitted use in the B-2 Zone. Both the current bingo hall site <br /> and the proposed bingo hall site are located in 8-2 Zones. <br /> The City's current gambling regulations do not directly limit <br /> the number of bingo hall licenses but indirectly limits the number <br /> by requiring all organizations who wish to conduct bingo to do so <br /> in one location. Generally, in order to conduct bingo, an <br /> organization needs a Class A license. The City allows a maximum of <br /> nine gambling licenses and, of that amount, only seven can be Class <br /> A licenses. There are currently four Class A licenses and four <br /> Class a licenses outstanding. One additional license could be <br /> issued. <br /> You have inquired regarding the pros and cons of allowing <br /> another bingo hall in the City. The following items occur to me: <br /> 1. Pro <br /> a. A second bingo hall might help maintain real estate <br /> values in Arden Plaza and thereby secure the City'S <br /> tax base. Owners of vacant property tend to <br /> request real estate tax reductions. <br /> b. A secono. bingo hall might encourage competition <br /> between bingo hall sites.
