If the City effectively allows a second bingo hall
site by increasing the number of Class A licenses,
more organizations might participate. Arguably,
more bingo activity would result in more net
profits to be distributed for lawful purposes.
2. Con.
a. If the City does not increase the number of
allowable Class A licenses, the group of
organizations allowed to conduct bingo would remain
constant and may not be able to support both sites.
In this event, the City may see one vacant building
replace a current vacant building.
The current bingo hall site does not generate abnormal law
enforcement requirements and I would not expect that a second site
would become a law enforcement problem. Law enforcement
~ requirements are much greater in connection with liquor licensing
than they are in connection with the gambling licenses currently
issued by the City of Arden Hills.
If you have any questions, please contact me.
Very truly yours,
JPF:bap
~
