<br />- . <br /> <br /> <br /> <br />. Most communities we contacted have established a flat fee for <br />townhome units. Arden Hills has set a rate per acre for townhome <br />developments; this means that lower density developments will pay <br />a much higher rate per unit. Roseville and North st. Paul also use <br />a rate per acre. However, it is doubtful that townhome residents in <br />those cities pay as much as we do; we could not find a townhome <br />community that has less than five homes per acre as we do. <br /> <br />The fee is based on the volume of storm water runoff and the <br />formula used includes the approximate percentaqe of impervious <br />surface on the property; impervious surface includes the roof area <br />of each home and paved areas. We were told that the fee for <br />townhouses is greater because of the greater percentage of <br />impervious surface on the property used for drives and parking <br />areas. It seems reasonable that a per unit fee would be more <br />appropriate since lower density ,housing would mean a lesser <br />percentage of impervious surface. <br /> <br />Both townhome communities, Townhouse Villages of Arden Hills Homes <br />Association and Arden Hills North Homes Association, are <br />considered one community for the establishment of fees. The fee <br />calculation is: <br /> <br />1. Total acreage 70.52 acres <br />2. Acreage of public roads 4.27 acres <br />3. Number of townhomes 306 units <br />4It 4. Quarterly fee per acre $ 32.48 <br />5. Fee calculation/per unit <br />(70.52 - 4.27) x $32.48/306=$ 7.03 quarter <br /> <br />Fee appeal for 1994 must be made by october, 1993.
