PLANNING COMMISSION REPORT <br /> TO: Dorothy Person, City Administrator <br /> Arden Hills CitY~Cil <br /> FROM: Brian Fritsinger <br /> DATE: August 18, 1993 <br /> SUBJECT: Recommendation: Case #93-11, George's Garden, 1371 Eide <br /> Circle - SUP <br /> RECOMMENDATION: The Planning commission unanimously recommended <br /> the approval of the Special Use Permit for George's Garden <br /> (Case #93-11) with the following conditions: <br /> 1. Parking be limited to a minimum of two spaces in the <br /> driveway to reduce on-street parking. <br /> 2. All signage needs to be approved through the City's <br /> sign ordinance/permit process. Directional signs <br /> located on Hamline Avenue need to be removed. <br /> 3. All sales/cash transactions are to occur within the <br /> primary structure located on the site. (home/garage) <br /> . 4. Any City/County/state business licenses be secured. <br /> 5. Sales be limited to perennial and related plants. (No <br /> woody type plants like trees or shrubs.) <br /> 6. No accessory structure be added for the use of the <br /> nursery (ie: greenhouse) . <br /> 7. The Special Use Permit will be subject to review if the <br /> above conditions are not met, other concerns are <br /> observed, or a change in ownership occurs. <br /> BACKGROUND: <br /> This property is currently located within an R-l zoning district. <br /> Arden Hills zoning ordinance requires that a nursery operating in <br /> an R-l District secure a special use permit. <br /> George's Garden has been in operation for approximately four <br /> years at its current location. It consists of the planting, <br /> growing and retail sales of perennial flowers and other plants. <br /> As a disabled individual, Mr. Weiss's doctor encouraged him to <br /> undertake this activity several years ago. It has gro~n from a <br /> hobby to a part-time business with gross sales of $5,000. <br /> This action is in front of the City Council as a result of <br /> staff's efforts to enforce our current zoning ordinance. Our <br /> primary concern is the safety issues which arise from <br /> neighborhood businesses. No complaints from neighbors have been <br /> received. In our general review of local businesses, we found <br /> . that George's Garden did not have a special use permit. A <br /> similar business will also be seeking a SUP at a future meeting. <br />
