<br /> Page Two . <br /> George's Garden <br /> August 18, 1993 <br /> PLANNING COMMISSION COMMENTS <br /> A public hearing was held by the Planning Commission on this <br /> application and the only public comment received was favorable. <br /> The only concern identified by the Commission was on-street <br /> parking. The Commission incorporated this concern into its <br /> motion. <br /> EXISTING CONDITIONS <br /> l. OPERATIONS <br /> The business currently operates during the spring and <br /> summer months (April-September). The bulk of potted <br /> perennial sales takes place in May and June. The <br /> remainder of the summer sales consists primarily of <br /> digging plants and peony sales in September. <br /> 2. SIGNS <br /> The applicant has no business or sales signs located on <br /> the property. The ordinance would allow the business . <br /> one identification sign. A directional sign is located <br /> on the public right-of-way of Hamline Avenue. <br /> This is in violation of Section V, E of the Arden Hills <br /> sign ordinance. Signs in conjunction with a home <br /> business and any sign located within the public right- <br /> of-way are prohibited. <br /> 3 . PARKING/TRAFFIC <br /> One parking space is maintained in the driveway at all <br /> times. On-street parking consists of 3-4 spaces within <br /> the Cul-de-sac. <br /> The applicant states that over the last year's season, <br /> an average of 2 2/3 cars per day were present. The <br /> maximum per day was expressed to be four. The zoning <br /> ordinance does not specify the required amount of <br /> park~ng for a nursery. <br /> 4. HOME OCCUPATION <br /> Home occupations are allowed by a special use permit if <br /> they meet the conditions for home occupations listed in <br /> Section VI(B,3) and Section VIII(D,3). This business <br /> must also comply with those conditions necessary for a <br /> Class II Special Accessory Home Occupation. Staff . <br /> believes that this business meets all of these <br /> requirements. <br />
