D~ RESOLUTION <br /> . <br /> WHEREAS, The 1993 Legislature created a Joint property Tax <br /> Advisory Committee comprised of the Mayor of St. Paul, three <br /> City Council members, the Ramsey County Manager, three County <br /> Board members, and the Superintendent and three members of <br /> Independent School District *625, and <br /> WHEREAS, The Committee is to make recommendations for the <br /> efficient and effective use of property tax dollars, and <br /> WHEREAS, They are to identify trends and factors likely to <br /> be driving budget outcomes over the next five years with <br /> recommendations for how the jurisdictions should manage those <br /> . trends and factors to increase efficiency and effectiveness, and <br /> WHEREAS, They are to plan for the Joint Truth-in-Taxation <br /> hearing, which will be held on December 14, 1993, and <br /> WHEREAS, They are to identify by December 31 of each year, <br /> areas of the budget to be targeted in the coming year for joint <br /> review to improve services or achieve efficiency, and <br /> WHEREAS, The Committee is to agree by August 1 of each <br /> year, on the appropriate level of overall property tax levy for <br /> the three jurisdictions and publicly report such to the <br /> governing body of each jurisdiction for ratification or <br /> . modification by resolution; and <br />
