<br /> WHEREAS, The Committee has conducted an initial review of <br /> . factors influencing increases in proposed levies for all three <br /> jurisdictions; and <br /> WHEREAS, Following are some of the levy drivers for the <br /> three jurisdictions: <br /> 1 ) St. Paul School District -- a change in State law that <br /> requires City taxpayers to contribute more to the district's <br /> general education budget (from 30.7% to 35.4%); an increase in <br /> student enrollment of more that 1000 pupils; increasing numbers <br /> of students with special needs, including learning disabilities <br /> and students who speak English as a second language. <br /> . 2 ) County -- growing demands for mental health, chemical and <br /> drug dependency programs; escalating costs for out-of-home <br /> placements for youth; increases in demand for criminal justice <br /> programs, including the need for constructing a new workhouse <br /> addition; and increases in wage and benefit settlements for <br /> County employees. <br /> 3 ) City -- wage and benefit increases for employees; and <br /> increased police and fire costs. <br /> WHEREAS, Estimated levy increases to finance existing and <br /> new programs are currently projected at 9.1% for the three <br /> . jurisdictions; Now, Therefore, Be It <br /> --..---- <br />
