Rev 3/93 <br /> STATE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> CITY OF ARDEN HILLS <br /> ORDINANCE NO. 22Q <br /> AN ORDINANCE ESTABLISHING A SURFACE WATER MANAGEMENT UTILITY <br /> The Arden Hills City Council ordains that Article V and its subdivisions are hereby added to <br /> Chapter 28 of the Arden Hills City Code to read as follows: <br /> Article V. Surface Water Manangement Utility <br /> Division 1. Generally <br /> SECTION 28-162 GENERAL OPERATION: <br /> The Municipal Surface Stonn Water Runoff system shall be operated as a public utility <br /> (hereinafter called the surface water management utility), pursuant to Minnesota Statute <br /> Section 444.075, from which revenues will be derived subject to the provisions of this <br /> Chapter and Minnesota Statutes. <br /> . <br /> SECTION 28-163 DEFINITIONS: <br /> A. Utility Factor. The utility factor is defined as the ratio of runoff volume, in <br /> inches, for a particular land use, to the runoff volume, in inches, for a 1/3 acre <br /> residential lot, assuming a 2" rainfall and Soil Conservation Service (SCS) "Type <br /> B" soil conditions. <br /> B, Surface Water Management Fee. The surface water management fee is defmed <br /> as the quarterly charge developed for each parcel of land pursuant to City <br /> regulations and zoning classifications and shall be established by City Council <br /> resolution. <br /> C. Ouarterly Surface Water Management Utility Budget The quarterly surface water <br /> management budget is the estimated quarterly expenditures for planning and <br /> inventories, capital expenditures, personnel and equipment and operation of the <br /> surface water utility, in accordance with established City policy. This budget <br /> shall be established from time to time by City Council resolution. <br /> SECTION 28-164 ESTABLISHMENT OF FEES <br /> . Surface water management fees shall be established by City Council resolution.
