<br /> I <br /> I. <br /> I INTRODUCTION <br /> This feasibility study is a revision of the feasibility study prepared in September, 1991 which <br /> I investigated the drainage concerns in the rear lot of 1553 Arden Place. The revised feasibility <br /> study was authorized by the Arden Hills City Council at their August 30, 1993 City Council <br /> I meeting. The drainage area consists of approximately two acres of single family residential lots, <br /> within an area zoned R-l, single-family residential. The location of the area under analysis and <br /> the existing storm sewer within that area are presented in Exhibit One. <br /> I SCOPE <br /> I The purpose of this report is to analyze the feasibility of constructing storm sewer facilities to <br /> improve drainage from the area north of Arden Place. This feasibility report will present the <br /> I existing conditions, proposed improvements and estimated construction and overhead costs, <br /> including engineering, field staking and inspection, City administration and fiscal costs. Possible <br /> financing methods will also be discussed using the City's Assessment Manual as a guide. <br /> I <br /> EXISTING STORM SEWER <br /> . As presented in Exhibit One, a storm sewer is currently in place to drain approximately 2.0 <br /> acres of residential property, mostly consisting of backyards. Topography maps from 1974 <br /> I indicate an area (at an approximate elevation of 900 feet) exists which serves as a ponding area <br /> for storm water runoff. The existing storm sewer consists of a small catch basin that drains into <br /> a four-inch diameter pipe that flows along the east lot line of 1553 Arden Place. This four-inch <br /> I pipe connects to a six-inch pipe, which directs the storm drainage towards the south beneath <br /> Arden Place and discharges approximately 60 feet from the narrow canal serving Lake Johanna. <br /> I The entire length of storm sewer pipe is approximately 320 linear feet. No as-built records have <br /> been located; however, it is believed that the storm sewer was installed by City personnel in the <br /> mid 1960's. While the existing sewer is not totally blocked, very limited flow has been <br /> I observed at the outlet of this line. <br /> I W.F. Bauer Construction Company, Inc., built the home at 1553 Arden Place in 1989 and <br /> concerns were raised by City staff and adjacent property owners regarding the site grading and <br /> drainage and their impact upon nearby properties. Correspondence has been sent to W.F. Bauer <br /> I Construction as recently as June of 1991 regarding the adverse impact this grading and drainage <br /> has had on nearby homes since the home at 1553 Arden Place was built, specifically those at <br /> 3487 Ridgewood Road and 3505 Ridgewood Road. <br /> I <br /> {' 2 <br /> I <br />
