Arden Hills Public Work Supervisor, Dan Winkel, has received numerous complaints regarding <br /> the drainage issue in the area and held several meetings with property owners from the area of <br /> I concern. City forces have attempted to clear the existing sewer pipe to improve flow; however, <br /> the small diameter pipe has proven to be inadequate for the amount of water which accumulates <br /> within the three lots addressed above. <br /> I A feasibility study was completed in September, 1991 and plans and specifications were initiated <br /> then as well; however, the project was cancelled due to financial and easement acquisition <br /> I issues. Recently Mr. Johnson of 1540 Arden Place has indicated a willingness to provide the <br /> necessary easement which was instrumental in re-activating this project. <br /> I PROPOSED IMPROVEMENTS <br /> I The proposed improvements to serve this drainage area would consist of the placement of a catch <br /> basin in the rear lot of 1553 Arden Place to collect the storm water runoff. From this catch <br /> I basin, l5-inch diameter storm sewer pipe would extend south across Arden Place and continue <br /> between 1548 Arden Place and 1540 Arden Place, where it would then discharge directly into <br /> Lake Johanna. Two manhole structures would be placed, one at the catch basin location and one <br /> I on the lot line between 1540 and 1548 Arden Place for clean out purposes. Additional work <br /> necessary to complete this project would include sodding and pavement restoration following the <br /> pipe installation. It may also be necessary to relocate an existing utility pole north of Arden <br /> . Place and remove two trees along the proposed easement. <br /> I EASEMENTS AND PERMITS <br /> An eight-inch sanitary sewer is in place along the common lot line between 1553 Arden Place <br /> I and 3487 Ridgewood Road, yet no records have been located which would indicate an easement <br /> over this sanitary sewer. It may be necessary to obtain an easement north of Arden Place to <br /> construct these improvements. The plat from 1944 containing properties south of Arden Place, <br /> I called Arden Hills, does not indicate any utility or drainage easements between 1540 and 1548 <br /> Arden Place. The extent of the easement necessary to complete the construction of these storm <br /> sewer improvements is anticipated to be twelve to twenty feet of permanent easement and five <br /> I to ten additional feet of temporary construction easement. <br /> I An engineer for the Rice Creek Watershed District (RCWD) has indicated that a permit may not <br /> be necessary to complete the project as it is simply the replacement of an existing pipe. A letter <br /> will be sent to the RCWD to verify that this indication is correct prior to any construction taking <br /> I place. <br /> I <br /> {' 3 <br /> I <br />
