Section Termini <br /> County Road F Lexington Avenue to Hamline Avenue <br /> Hamline Avenue Lexington Avenue to Trunk Highway 96 <br /> As we mentioned, there are some "greater good to all" political issues at stake relative to what <br /> makes sense in a County-wide transportation network. To balance these, the City of Arden Hills <br /> should consider the negatives associated with the "transfer" roadways as follows: The present <br /> layout of roads, such as Lake Johanna Boulevard, maximizes the useful space of both sides of <br /> the road between properties. It is doubtful that roads such as these could be reconstructed to <br /> meet State Aid design criteria without significant impact on abutting properties. The cost to <br /> maintain all transferred roadways would become the City's responsibility. Existing bridges, such <br /> as on Old Snelling Avenue, would also become the City's responsibility. <br /> There is also the question of what happens if the City accepts the County's offer of level 90 <br /> maintenance funds. Then there is no adjustment to State Aid funding and several later <br /> reconstruction or major roadway repair is needed. The County may make the argument that it <br /> is now a city street. . . <br /> Where from to summarize the financial issues, the City must consider if $60,OOO/year in MSAS <br /> funds and $410,400 in lump sum upgrade to a level 90 standard offsets the trade of two relatively <br /> "good" streets from City to County for 7 marginal streets from County to City. In our opinion <br /> . it is a poor deal for the City of Arden Hills and not an issue we would recommend pursuing. <br /> 020-1105_8ug <br />
