. Ms. Doroth Person
September 1, 1993
Page Four
It is conceivable that if another municipal jurisdiction (St. Paul) perceived the trade as very
positive and exerted enough political clout to force the legislation through, Arden Hills may have
no choice but to accept the transfer.
We hope this narrative helps you understand the major issues in this matter. There are other
more subtle County/State items discussed in the proposed Memorandum of Understanding which
we would be pleased to discuss with you if desire.
We do not have a clear understanding of how the County proposes to proceed from here. The
County Engineer indicated that Ramsey County would continue to pursue a Memorandum of
Understanding with MnDOf to transfer state highways in turn for Shepard/Warner Road. As
this memorandum also contains a description of County road to city transfer, we think it
important that the City consider a resolution which defines your support or opposition to the
proposed transfers. If you would like our assistance in drafting such an instrument, please
advise.
. . Whereas our opinion as your City Consultant is unfuvorable on the proposed transfer from an
engineering perspective, the Council may wish to afford the County an opportunity to address
the political issues at stake in this proposal before further decisions are made.
Please advise if we can be of further assistance to you on this matter.
Sincerely,
MAIER STEWART & ASSOCIATES, INC.
T~~
TIM: tp
.
020-1105.aug r!...C- J')a.-v----
