Those in <br /> . attendance included you, Dan Wmkel, Terry Maurer from Maier Stewart & Associates, TIm Mayasich . <br /> I and Paul Kirkwold from Ramsey County. The purpose of the meeting was to determine whether or <br /> not there was room for negotiation between the City of Arden Hills and Ramsey County on the amount <br /> of work to be undertaken by Ramsey County prior to turning back roadways to the City. After lengthy <br /> discussion, Paul Kirkwold agreed to consider a proposal which would include the following conditions: <br /> 1. On any of the roadvrays proposed to be turned back from Ramsey County to the City of Arden <br /> Hills, the City could undertake a reconstruction of the roadvray to meet current State Aid <br /> standards. If a reconstruction project were undertaken, Ramsey County would agree to <br /> participate in the cost of construction in accordance with their current funding participation <br /> policy. The one item contained in Ramsey County's participation policy which they would not <br /> assist in is the cost of design and construction engineering, They would expect that the City <br /> fund all engineering costs associated with any construction. <br /> 2. They would allow the City a window of opportunity of approximately 10 years within which <br /> time all roads proposed to be turned back must be reconstructed if the County is to participate <br /> in this cost. At the end of a 10 year period of time, any roadways which are earmarked for <br /> tum back and have not been reconstructed would be brought to level 90 with either a seal coat <br /> or recycling, and turned back to the City. <br /> 3. The City would be responsible for the ongoing maintenance of the roads to be turned back at <br /> one of three trigger points. These would be as follows: <br /> . a.
